Warm Homes: Local Grant DCC
For homes in East Devon, Exeter, Mid Devon, North Devon, Teignbridge, Torbay and Torridge
Through the Government-backed Warm Homes: Local Grant scheme, Devon County Council and our Local Authority partners are working to install energy efficiency upgrades to homes across Devon.
Upgrades are specified for each individual property by the project team. They could include one or more of the following measures:
- Cavity wall insulation
- Loft insulation
- Draught proofing
- An air source heat pump
- Heating controls
- Solar PV
- Insulated doors
This scheme is open to landlords as long as their homes and tenants meet the eligibility criteria listed below.
PAS 2035
The Warm Homes: Local Grant scheme follows the British Standard process for designing and installing energy efficiency measures for existing buildings (PAS 2035 / 2030: 2023).
PAS 2035 requires multiple visits by the project team to the property to help us ensure that measures are properly designed and suitable for your home.
PAS also requires us to carry out mandatory ventilation upgrades in any property where insulation, double glazing or new doors are being installed or where there is damp and mould present.
This is to prevent future damp and mould issues within the property as a result of the works.
Ventilation upgrades may involve:
- Installing mechanical extract fans in kitchens and bathrooms
- installing trickle vents on existing windows
- ensuring there is a gap of at least 10mm under internal doors to promote airflow through the property

Eligibility Criteria
To be eligible for this scheme you (or your tenants) will need to:
- Have an EPC of D or below

- Be council tax band A-D
(You can check your Council Tax band here: Check your Council Tax band – GOV.UK)
- Have less than £16,000 in savings
- Meet either of the following income criteria:
- Be receiving one of the following benefits: housing benefit, income based jobseekers allowance, income related employment and support allowance, income support, pension credit (savings and guarantee), universal credit
- Have a total household income of less than £36,000 before tax.
Please note:
Our application process is designed to help us identify homes where this scheme can deliver the most impactful improvements for those in fuel poverty (where fuel poverty is defined as spending a high proportion of your income on heating your home.) Please do not apply if you are not in genuine need.
We are not able to accept applications from anyone who has refused an offer of measures under a previous scheme. We reserve the right to not treat a property if we do not feel the homeowner is at risk of fuel poverty. There is a limited amount of funding available per household and per Local Authority and proof of eligibility will be required.
Frequently Asked Questions
- Can someone apply on my behalf?
A relative, friend or support worker can assist you in applying if you grant them permission, however the application must be in the name of the homeowner and the tenant (in the case of rented properties).
- What is Energy Saving Devon?
Energy Saving Devon is a partnership between all the Local Authorities in Devon, their strategic partners and local community energy organisations. It is administered by Devon County Council.
- How long will it take?
Once your eligibility checks have been carried out and you have been approved for the scheme we will contact you to arrange a site survey . A designer will work with your surveyor to assess what measures would be appropriate for your home and can be offered within the budgets available. It may be 3-4 months between your initial survey and you receiving an offer from us. Once you have accepted an offer it should take 1-2 months for the measures to be installed. We will carry out a final survey at the end of the works to check the quality of the work undertaken and sign everything off.
- Do I have to get my own installer?
No, once you have approved the measures that we are able to offer you we will select a suitable installer within your area to install your energy efficiency measures.
- Do I get to choose what measures I want?
What we are able to offer you will depend on the measures identified as the most impactful by our surveyor. You do not have to accept the measures that are offered to you.
- Who owns any appliances installed in my home once completed?
You will be the owner of any measure(s) which is installed in your home. It will be your responsibility to maintain these going forward and you will have complete ownership.
- Do I have to pay anything?
No – the scheme is fully funded for private residents. Landlords will be allowed to have one fully funded property upgraded. A contribution of 50% will be required for subsequent landlord properties.
