Advising Private Tenants & Landlords to
Create Warmer, Healthier Homes
Warmer Homes for Devon Tenants (WHDT) is a support programme helping tenants and landlords improve the comfort, energy efficiency and condition of privately rented homes across Devon.
The initiative will run from April 2026 to March 2028 and will provide FREE practical guidance to help:
- Lower energy bills and reduce carbon emissions in privately rented properties
- Improve the quality and condition of rented homes
- Address issues such as damp, mould and condensation
- Create warmer, healthier living environments
Warmer Homes for Devon Tenants is funded by the Energy Industry Voluntary Redress Scheme.
Who is this for?
Warmer Homes for Devon Tenants (WHDT) supports both private tenants and private landlords across Devon, Plymouth and Torbay.
For Tenants – If you’re struggling with high energy bills, a cold home, or issues such as damp and mould, we can provide advice and support to help improve your living conditions and reduce energy costs.
For Landlords – If you own or manage privately rented properties, we can help you understand energy efficiency improvements, prepare for future standards, and identify opportunities to upgrade your property.
Which homes are eligible?
The programme is aimed at privately rented homes that:
- Could benefit from energy efficiency improvements
- Have an Energy Performance Certificate (EPC) rating of D, E, F or G
- Experience problems with damp, mould or condensation
- Are difficult or expensive to keep warm
What help is available?
All support is provided free of charge and is tailored to the needs of individual households and property owners.
Support for tenants
- Home visits to identify the causes of damp and mould issues and discuss practical solutions
- Friendly, impartial energy advice to help reduce household energy costs
- Guidance on making the most of heating and hot water systems
- Information about grants, benefits and other forms of financial support
- Help communicating with landlords about potential property improvements
Support for landlords
- Independent advice on improving the energy efficiency of rental properties
- Recommendations tailored to individual buildings and their condition
- Information on funding opportunities that may help reduce upgrade costs
- Guidance on achieving higher EPC ratings and preparing for future requirements
- Advice on low-carbon heating and other measures that can improve property performance over the long term
