Boiler Upgrade Scheme

This national scheme helps homeowners replace fossil fuel heating systems with low-carbon alternatives such as heat pumps. Grants of up to £9,000 are available towards the installation cost, subject to scheme eligibility requirements.

Warm Homes: Loan Scheme

Due to be launched in Autumn 2026, this scheme is part of the UK Government’s Warm Homes Plan.  This scheme is designed to increase the availability of affordable finance for low-carbon home upgrades.   It will facilitate low interest lows, administered through existing lenders.

Lendology

Lendology are a not-for-profit organisation working with Local Authorities in Devon* to provide easy-to-obtain, low interest loans for homeowners who want to upgrade their home with energy efficiency measures.

You could qualify for loans of between £500 to £20,000, repayable over up to 15 years at a fixed rate for the term of the loan, with no early repayment charges.  This loan can be used to pay an installer of your choice to carry out the works.

0% VAT on Energy-Saving Measures

Many energy-saving home improvements currently benefit from 0% VAT, reducing the upfront cost of making your home warmer and more efficient.

Eligible measures include:

  • Loft, cavity wall, floor and solid wall insulation
  • Draught-proofing
  • Solar panels and solar hot water systems
  • Heat pumps
  • Battery storage systems
  • Heating controls and smart thermostats

The relief applies to both the equipment and installation costs when installed by a VAT-registered installer. The current 0% VAT rate is due to remain in place until 31 March 2027.

Free Heat Pumps for Heating Engineers

The Start at Home scheme supports heating engineers to install a heat pump in their own home, helping them gain practical experience of low-carbon heating technologies. The scheme combines grant funding and installation support, giving engineers the confidence to design, install and recommend heat pumps to customers.

Participating engineers can benefit from:

  • Support with the design and installation process
  • Access to available grants and industry funding
  • Hands-on experience of living with a heat pump
  • Greater confidence in advising customers about low-carbon heating
  • Opportunities to develop skills in a growing area of the heating industry

Warm Homes: Local Grant

The scheme provides funding for energy efficiency improvements and low-carbon heating for eligible low-income households living in less energy-efficient homes.

Eligible households must generally have an EPC rating of D or below and either be in receipt of qualifying means tested benefits or have a gross household income of £36,000 or less.

Please do not apply for this scheme if you are in need of urgent heating as the scheme takes many months to progress to delivery. If your needs are urgent please contact your local Community Energy Group who will be able to advise you.

Free Home Advice Visits for Landlords and Tenants

Energy Saving Devon offers free, impartial advice for landlords and tenants on topics including minimum energy efficiency standards, retrofit options, available funding, and practical ways to make homes warmer, healthier and more energy efficient.  This could include free home visits to provide advice to tenants on issues like energy saving, or addressing causes of damp and mould.
